Fourth does not publish it. You get a quote after a demo, billed on the number of unique active employees, usually on a 12-month minimum with no free trial. Third-party estimates float around $2 per employee per month for scheduling alone, but treat any number you did not get in writing from Fourth as a guess.
For one to five sites, yes — and you will be running the same week in an afternoon rather than a quarter. Above roughly twenty units, where the requirement is enforcing one labor model across many general managers and integrating with inventory and franchise reporting, HotSchedules is still the safer institutional answer.
